A transparent soundproofing panel and a device for disassembling and assembling the soundproofing panel are provided to replace a transparent plate of a soundproofing panel easily, thereby making cleaning or change of dirtied transparent plates easy. A transparent soundproofing panel comprises a transparent plate(1), a main frame(2) provided with an end projection(21) fitted with the transparent plate to prevent backward movement and four or more primary fixing holes(22) formed on the front inner side; an auxiliary frame(3) inserted to the main frame, provided with secondary fixing holes(31) and fixing the transparent plate to the transparent plate; and four or more fixing devices(4) attached to the auxiliary frame and equipped with fixing bars(41) inserted to or separated from the primary and the secondary fixing holes, wherein the polluted or damaged transparent plate can be replaced easily by separating the auxiliary frame. A device for disassembling and assembling the soundproofing panel comprises two or more insertion bars inserted to one of the fixing bar or a guide bar via a through hole of the auxiliary frame, two or more guide pieces guiding the end of the insertion bar to be positioned to the appointed spot of the soundproofing panel, a bracket provided with one or more cylinders to move the insertion bar outward and attached with the insertion bar and the guide piece, and an actuating arm controlling the position of the bracket using two or more hydraulic cylinders, wherein the auxiliary frame can be removed by releasing a locking device built in the auxiliary frame by the cylinder.
