PROBLEM TO BE SOLVED: To provide a base station capable of controlling a TTI length depending on a communication environment of a mobile station, and to provide the mobile station and a communication method. SOLUTION: The base station in order solve the problem includes: a TTI length discrimination means for discriminating whether data are transmitted at a first TTI in the unit of a prescribed period of a subframe length or longer or data are transmitted at a second TTI in the unit of a period shorter than the period of the first TTI on the basis of down link reception quality information transmitted from the mobile station; a subframe number determining means for determining the number of subframes configuring the determined TTI; a notice means for noticing the mobile station about the number of subframes configuring the TTI; and a scheduler for carrying out scheduling on the basis of the determined TTI and the number of subframes configuring the TTI.
