PROBLEM TO BE SOLVED: To provide an image reading apparatus and an image forming apparatus which can provide vivid image data where fluctuation caused by a noise component in the horizontal direction of an image which occurs during scanning is eliminated. SOLUTION: The image reading apparatus reads an image in the horizontal direction and the vertical direction and captures an area-shaped image or reads the image in the horizontal direction by a plurality of pixels and reads the image in the vertical direction while directly or optically moving pixels to thereby capture the area-shaped image, wherein a plurality of pieces of data read in the vertical direction are averaged.
