PROBLEM TO BE SOLVED: To prevent occurrence of a fire by an earthquake on producing a bead for tire. SOLUTION: On outbreak of the earthquake, by detecting the earthquake by an earthquake sensor 42, when a seismic intensity is not lower than a given value, by making emergency stopping at least of driving of a preheating apparatus 21 (electric supplying to an electrode roller 22 and 23) by a controlling means 51, a generation of sparking in the preheating apparatus 21 can be prevented, at the same time, the temperature at a high temperature part is lowered, by that a catching fire of an inflammable material by a spark, an ignition by contacting it to a high temperature part is prevented, thus an occurrence of fire can be prevented before happens.
