PROBLEM TO BE SOLVED: To provide a woven or knitted fabric having excellent elasticity and kickback properties (properties of shrinking to the original state when released from an elongated state), and further having excellent feeling, touch feeling, lightweight properties, air permeability or the like; and to provide a composite twisted yarn effectively usable for the production thereof. SOLUTION: The composite twisted yarn obtained by twisting a spun yarn and a water-soluble yarn is regulated so that the twisting direction of the composite yarn may be the same as that of the spun yarn, the twist count of the composite yarn may be 0.3-1.5 times as much as that of the spun yarn, and the mass ratio of the contents of the spun yarn to the water-soluble yarn in the composite twisted yarn may be (98:2)-(20:80). The woven or knitted fabric is obtained by dissolving and removing the water-soluble yarn in the composite twisted yarn with water from the woven or knitted fabric formed from the composite twisted yarn.
