PROBLEM TO BE SOLVED: To suppress manufacturing of recording medium which is impersonated to other media producers by enabling authentication of recording medium itself using fixed data area of a recording medium. SOLUTION: This is a forming method of a fixed data area 60 in a writable recording medium 50 which has a read-only fixed data area 60. Basic data containing different identification information for every individual of recording medium 50 is generated and on the basis of this basic data, enciphered data is created.
