PROBLEM TO BE SOLVED: To provide a monitoring control function which functions during direct operation to the same degree as during remote control from a higher order system. SOLUTION: The controller is provided with: a direct operation terminal 30 having a monitoring control function of the equipment; a direct operation device 20 for performing communication with the direct operation terminal and performing input/output processing of a signal necessary for monitoring control; and a switch part 14 for switching an operation system so as to perform the monitoring control of the equipment by the direct operation terminal and direct operation device when monitoring control is impossible by a remote monitoring controller 10. The switch part has: a first switching means for switching a remote monitoring controller side and the direct operation device side; and a second switching means for switching a normal mode in which respective PI/O parts of the remote monitoring controller and direct operation device are connected to transmission control units 12a and 12b to which the respective PI/O parts belong, a mode in which the PI/O part belonging to the remote monitoring controller is connected to respective transmission control units of the remote monitoring controller and direct operation device, and a mode in which the PI/O part belonging to the direct operation device is connected to the respective transmission control units of the remote monitoring controller and direct operation device.
