PROBLEM TO BE SOLVED: To provide a packaging material capable of improving gas barrier properties, suppressing evaporation of water content included in an packaged article, suppressing deterioration of quality caused by exposing the packaged article to light, suppressing propagation of bacilli and various germs in a packaging bag in physical distribution, and suppressing generation of nasty smell, and to provide the packaging bag. SOLUTION: The packaging material has a thin film coating part 4 based on a substance with corrosion resistance, electrical conductivity and food compatibility on a transparent packaging film 1 made of a synthetic resin, and a thin film forming part 2 based on a photo-catalytic metal oxide formed with a required shape at a required position on the thin film coating part 4.
