It is an object to restrict applications of electronic money to proper ones. In an electronic money system (1), member shops (3) are divided into subsidized shops to comply with requirements for subsidies as parties accounted for such subsidies and unsubsidized ones not to comply with the requirements. A user deposits the subsidy in an electronic money card (6) or a mobile telephone (7) and uses it for his or her payment to the member shops. The payment is carried out to reduce a value amount stored in the electronic money card (6) or the mobile telephone (7). An electronic money terminal device (8) transmits transaction information to an electronic money server (2) after the payment. The electronic money server (2) analyzes the transaction information and calculates a total amount of payments at the unsubsidized shops from ones a user has done. When the subsidy is given at the next time, the electronic money server (2) deducts the total of the payments at the unsubsidized shops from the subsidy.
