<p><P>PROBLEM TO BE SOLVED: To keep image quality excellent while maintaining a real-time property even if data are lacked by easily applying redundant data to all image regions. <P>SOLUTION: In a transmitting apparatus 100, a high frequency component in a DCT processing result of a compression coding step is replaced with redundant data of the other pixel block in a redundant processing block 107 and transmitted.
