PROBLEM TO BE SOLVED: To provide a filler modifier capable of modifying a filler to improve the opacity to a level higher than the opacity of a paper produced from a pulp slurry obtained by directly adding a filler while keeping the paper strength and sizing degree and further suppress the strike-through of the ink after printing, a filler slurry and a papermaking method. SOLUTION: The filler modifier is a filler slurry component included together with a filler in a filler slurry for the preparation of a pulp slurry and contains a resin obtained by the copolymerization of (A) 3-40 mol% diallylamine compound and (B) 60-97 mol% at least one kind of copolymerizable vinyl monomer selected from (b1) nonionic vinyl monomers, (b2) ionic monomers and (b3) polyfunctional vinyl monomers.
