PROBLEM TO BE SOLVED: To provide an Information processing system, an information processing apparatus, and an information processing method. SOLUTION: An information processing system 10 comprises a sensor device 100 for detecting a state about a specific circumstance, and outputting the state as a state signal and a communication device for operating based on the output of the sensor device. The communication device comprises a signal input portion receiving the state signal inputted from the sensor device, and a bit sequence generator for generating a bit sequence of a predetermined length based on the state signal inputted into the signal input portion.
