PROBLEM TO BE SOLVED: To prevent an occurrence of overhead in access processing to a memory. SOLUTION: Requesters obtain tokens and then issue access requests to a memory controller. The issued access requests are accumulated in a command queue of the memory controller. When an accumulation level of the access requests in the command queue is equal to a level 0 that is not larger than a first threshold (Y in S10), tokens are generated at a rate equivalent to 200% of a bus band (S12). When the accumulation level is equal to a level 1 that is larger than the first threshold and not larger than a second threshold (Y in S14), tokens are generated at a rate equivalent ot the bus band (S16).
