PROBLEM TO BE SOLVED: To provide a program update management device controlling update operation by determining an order of updates or necessity of the updates on the basis of latest information from a manufacturer side when updating a plurality of programs with respect to an external terminal. SOLUTION: In a management server 10, a plurality of program update instructions from an instruction terminal 4 are received, accumulated, and stored in a short period (P1), and an optimum order of updates or the necessity of updates (exclusion of duplicate instructions or exclusion of exclusive combinations or the like) is determined with respect to the plurality of accumulated update instructions. In the management server 10, when an idle time not used by a user is notified from an image forming device 30 (P3), program update instructions are transmitted to the image forming device in accordance with a determination result (P4), and in response thereto, the image forming device 30 downloads programs from a program server 20 for updates (P6).
