PROBLEM TO BE SOLVED: To extract a circumscribed rectangle without needing any page memory. SOLUTION: An input filter 44 removes any input except for character information by making an output to be on if more than a set number of pixels among pixels within a window of a previously set size are the character information in inputted image data. A line space detecting unit 43 monitors data after subjected to a filtering process in every line unit by an input filter 44, and to make an output of a line space detection signal 71 to be on after detecting an area in which pixels not including character information continues more thanβpixels as a line space area. An overlapping unit 50 performs a process for overlapping image data of an area sandwiched by the line space area to be detected by the line space detecting unit 43 in every pixel by a scan unit. A circumscribed rectangle coordinate determining unit 48 determines a coordinate of an area to be sandwiched by the line space area to be detected by the line space detecting unit 43 and a coordinate of a start point and an end point of a pixel train to be produced by the overlapping unit 50 as a coordinate of the circumscribed rectangle.
