PROBLEM TO BE SOLVED: To provide an air bladder quickly and uniformly expanded and deformed when internal pressure is decreased, and to provide a safety tire having the air bladder. SOLUTION: The air bladder for a safety tire comprises: a case member 1 in a shape of a hollow ring having an internal space holding gas; at least one hoop reinforcing layer 2 constituted of a rubber cover body formed by covering, with rubber, a cord extended along a circumferential direction of a tire, disposed on an outer peripheral side of a crown part of the case member 1 so as to receive tension applied to the air bladder when the internal pressure of the tire is normal, and on the other hand, broken when the internal pressure of the tire is decreased; and at least one intermediate layer 3 disposed between the case member 1 and the hoop reinforcing layer 2. The hoop reinforcing layer 2 is constituted of a plurality of narrow band-like members 2' arranged along a width direction W of the case member 1, and their joint parts j are disposed at different positions in the circumferential direction of the tire.
