PROBLEM TO BE SOLVED: To provide a thermal transfer recording device capable of printing high quality images and an ID photo taking device having the thermal transfer recording device. SOLUTION: It has a thermal head 81 which prints images on a recording medium P by pressing a plurality of heat-generating elements, to which power is selectively distributed based on image data in synchronization with the transporting speed of the recording medium P, against the recording medium P via an ink ribbon R1. It is configured so that the temperature of the recording medium P is adjusted to a predetermined temperature before images are printed on the recording medium P by the thermal head 81.
