A flame-retardant composition for producing multi-functional, flame-retardant expanded polystyrene foams is provided to improve flame retardancy and water resistance, and to reduce the amount of toxic gases emitted upon firing. A flame-retardant composition for producing multi-functional, flame-retardant expanded polystyrene foams comprises 100 parts by weight of a mixture of liquid silicates, 0.5-20 parts by weight of an inorganic flame retardant, 0.5-15 parts by weight of a phosphorous-based flame retardant, 10-30 parts by weight of zeolite, 0.5-20 parts by weight of graphite, 0.5-40 parts by weight of heat-expandable graphite, 0.5-50 parts by weight of bentonite, and 0.5-30 parts by weight of an inorganic porous lagging material.
