<P>PROBLEM TO BE SOLVED: To enable managers to flexibly cope with security setting among the managers. <P>SOLUTION: When a user manager logs in (S101), shift to a setting screen for the permission/inhibition of a security level setting takes place (S102). It is determined whether the other manager is to be permitted of increased security level (S103). Either permission or denial is selected (S104, S105). In addition, it is determined whether the other manager is permitted to decrease the security level (S106). Either permission or denial is selected (S107, S108).
