PROBLEM TO BE SOLVED: To appropriately protect protection information by defining an appropriate security level. SOLUTION: A key management server 14 correspondingly records a value uniquely identifying equipment and a code constituted of a plurality of layers for forming an encryption or decryption key and transmits the code to a recording device 11 or a reproducing device 12. The recording device 11 generates the encryption key from the received code, encrypts contents using the key and records them on a recording medium. The reproducing device 12 generates the decryption key from the received code and decrypts contents read from the recording medium using the key to define the appropriate security level, thereby appropriately protecting the protection information.
