PROBLEM TO BE SOLVED: To provide an information recording/reproducing device and an information recording/reproducing method capable of reducing the number of times for writing to a medium due to the update of a MKB (Media Key Block). SOLUTION: The information recording/reproducing method of the information recording/reproducing device, in which a ciphered cryptographic keys assembly TKF registered by ciphering at least one cryptographic key TK ciphering a plurality of information contents for every orelevant information and ciphered information E-contents ciphered by the cryptographic key TK are recorded on a recording medium and the information recorded on the recording medium is reproduced, comprises a recording process for recording a ciphered first secret key information Read Write MKB on the recording medium. In the recording procedure, when the ciphering cryptographic keys assembly TKF is not recorded on the recording medium, the first secret key information Read Write MKB is recorded on the recording medium only when the ciphering cryptographic keys assembly TKF is recorded on the recording medium.
