PROBLEM TO BE SOLVED: To prevent the unnecessary repetition of mode switching between a low speed mode and a high speed mode. SOLUTION: Whether to permit mode switching is determined based on the variable speed ratio of a toroidal type continuously variable transmission at that point of time and traveling resistance applied to a vehicle. Specifically, mode switching is not permitted unless the traveling resistance at that point of time does not meet predetermined conditions even if the variable speed ratio of the toroidal type continuously variable transmission regulated to a target variable speed ratio corresponding to the running state at that point of time reaches a preset mode switching point.
