PROBLEM TO BE SOLVED: To provide a fuel property determining device of an internal combustion engine, capable of restraining a discharge quantity of unburnt fuel when starting the engine, by determining a fuel property when starting the engine. SOLUTION: A fuel injection quantity of respective cylinders is set, assuming that heavy fuel is injected when starting the engine. Specific torque is generated in combustion of a specific cylinder, when injecting fuel of a specific property between the heaviest fuel and the lightest fuel in the specific cylinder. When generating torque of the specific cylinder is in the vicinity of the specific torque, when starting the engine, a property level of the fuel injected into the respective cylinders is determined as a level in the vicinity of the specific property (Step 110). When the generating torque of the specific cylinder is higher than the vicinity of the specific torque, the property level is determined as a level on the lighter side than the vicinity of the specific property (Step 112). When the generating torque of the specific cylinder is lower than the vicinity of the specific torque, the property level is determined as a level on the heavier side than the vicinity of the specific property (Step 113).
