PROBLEM TO BE SOLVED: To prevent that a battery block which falls into an over-discharge state may appear out of a group of battery blocks constituting a secondary battery, while demonstrating as much as possible battery performance of the secondary battery. SOLUTION: The battery ECU 20 estimates an SOC (state of charge) for every battery block and establishes a reference voltage Vtb for every battery block based on each SOC and stops discharge of the secondary battery 30 when the terminal voltage Vb of at least one battery block becomes lower than the reference voltage Vtb for a prescribed number of times or more in a prescribed period.
