PROBLEM TO BE SOLVED: To provide a steam turbine rotor for reducing a use range of a heat resistant material. SOLUTION: This steam turbine rotor is characterized by having an upstream part 11a formed in a columnar shape, a downstream part 11b integrally formed with the upstream part 11a and fitted with a moving blade 12, and a moving blade integrated ring 13 forming the moving blade 12 on an outside surface, fitted in a surface of the upstream part 11a and manufactured by using the heat resistant material being a material superior in heat resistance more than a material used for the downstream part 11b.
