<p>Disclosed is a surface-treated metal material having a coating film containing at least a polyurethane resin and silicon oxide on at least a part of the surface of a metal material. The polyurethane resin has a urea bond and one or more of a siloxane bond, a dehydration condensation bond of a silanol group and another functional group, and a silanol residue. The total amount of silicon-containing compounds relative to the solid content of the coating film is not less than 1.6% by mass but not more than 25% by mass in terms of silicon, and the total amount of the urea bonds and urethane bonds relative to the total resin content is not less than 0.1% by mass but not more than 10% by mass in terms of nitrogen atomic weight. Also disclosed is a metal surface treating agent for obtaining such a coating film.</p>
