An operation guidance device for providing the user with guidance for operation of an apparatus only when they really need the guidance. The operation guidance device has a display section (2) for displaying an operation menu used to operate the apparatus, a section (3) for storing that information on operation target regions that specifies regions of operation targets in the operation menu, a video signal acquisition section (5) for acquiring a video signal for showing the face of the user, and a video signal processing section (4) for clipping an image of the user's face from an image that the acquired video signal shows, analyzing movement of an eye ball in the clipped face image, specifying an operation target at which the user gazes, estimating a gazing state representing whether the user gazes at the operation target in a concentrated manner, and, when it is estimated that the user gazes at the operation target in a concentrated manner and when operation of the operation target is not performed, subjecting the display section (2) to display control for guiding the user for operation of the operation target.
