PROBLEM TO BE SOLVED: To decrease the number of times of the transmission of an uplink/downlink control channel following a random access channel. SOLUTION: This user equipment includes a means for creating the random access channel, a means for creating a control channel in accordance with scheduling information received from a base station, and a means for creating an uplink transmission signal including the random access channel or the control channel. A purpose identifier distinguishing at least the presence/absence of a user identifier uniquely allocated by the base station is contained in the random access channel or the control channel.
