PROBLEM TO BE SOLVED: To provide a slow reproduction section detecting device capable of detecting a slow reproduction section wherein the number of frames is large while preventing erroneous detection. SOLUTION: In an image database 12, frame information is registered which includes kinds of "movement" and "no movement" of image states between frames of moving picture data composed of successive frames. A main control unit 11 detects as a candidate section a section consisting of a plurality of successive frames having changes from "movement" to "no movement" in inter-frame information, and adds a frame following a tail-end frame to the candidate section when an image state between the frame at the tail end of the candidate section and the frame following the tail-end frame indicates "no movement". The addition of such a frame to the candidate section is repeated until a predetermined condition is satisfied and when the candidate section satisfies the predetermined condition, the candidate section is detected as a slow reproduction section.
