A fish luring bait for fishing is provided to move effectively along a tide and sink down slowly and to stimulate the sight and olfactory sense of fish with hot pepper seeds and chrysalis powder. A fish luring bait for fishing is produced by mixing hot pepper seeds containing moisture, powder containing protein ingredients, and pressed barley containing moisture. The hot pepper seeds and the pressed barley are boiled in the hot water or heated up with steam. The dried hot pepper seeds are boiled in the hot water about two minutes and dewatered. The chrysalis powder is dried by a dryer, poured into a mill, and then and pulverized. The fish luring bait containing hot pepper seeds with moisture slowly sinks down with moving along a tide.
