<p><P>PROBLEM TO BE SOLVED: To provide a P2P type serverless VoIP network system in which host terminals mutually communicate with a packet by multicast, and its constructing method. <P>SOLUTION: According to the VoIP network system 10, when a host terminal 16 detects a link to a network 12, a connection required time determining part 24 determines a connection required time required for reconnection to an establishment time for newly establishing a link with the network 12 from a disconnection time for previously disconnecting the link from the network 12.
