PROBLEM TO BE SOLVED: To obtain a soil improving method which does not exert a harmful influence on the environment, because the production of harmful substances is prevented in the consolidation of ground, which dispenses with large-scale equipment and toxic chemical agents, and which is suitable for liquefaction countermeasure work, seismic strengthening under the foundation of a structure, etc. SOLUTION: A silica compound, which is selected from among activated silica, colloidal silica and liquid glass, and an alcohol and the like are charged into the ground; and the silica compound reacts with the alcohol, and is dehydrated and condensed for the solidification of the ground. The silica compound, which is selected from among the activated silica, the colloidal silica and the liquid glass, and a microbe are charged into the ground; the anaerobic metabolism makes the microbe generate ethanol under anaerobiotic conditions; and the ground is consolidated by reaction between the ethanol and the silica compound.
