PROBLEM TO BE SOLVED: To provide an audio signal encoding device which generates a core-encoding signal from a specific frequency band-discarded signal, generates envelope information of a signal of the discarded specific frequency band and multiplexes it to the core-encoding signal, the audio signal encoding device enabling power consumption thereof to be reduced by reducing the amount of processings for core-encoding processing. SOLUTION: An envelope information calculation means 400 calculates the envelope information of a frequency band to be discarded from a sub-band signal which is generated by an analysis filter 300. Meanwhile, a block length determining means 260 of a core-encoding means 200 determines the sample block length used when the specific frequency band-discarded signal is converted into spectral data by a time/frequency conversion means 240, by using the energy of the specific frequency band-discarded signal, where the energy is calculated by the envelope information calculation means 400.
