PROBLEM TO BE SOLVED: To provide a reference voltage generating circuit which is provided with a starting circuit and controls an extra consumption power to run in the starting circuit, after a reference voltage is generated. SOLUTION: When a start signal CE is set to a H level, a current for operating a reference voltage circuit portion 1a is supplied from a power source via transistors PM10a and PM8a, by turning the transistor PM10a of a starting circuit portion 2a to on and the reference voltage VREF is generated from the reference voltage circuit portion 1a. The operating current I1a of the starting circuit runs by a voltage drop between gates of transistors PM1a to PM6a and the source but is charged into a parasitic capacity C1a within a transistor NM6a, as the transistor NM6a is turned to off. Since the operating current I1a of the starting circuit will not flow after the charge is completed, the consumption power in the starting circuit portion 2a can be controlled.
