A device and a method for manufacturing a bag with a chuck tape formed by fitting the chuck tape onto one inner surface of a bag body (10) and disposing a cut tape (23) for tearing and unsealing the bag body (10) between a mounting base part (212) for the chuck tape and the upper film (11) of the bag body (10). The device comprises a notch means (110) for putting a notch in the bag body (10). The notch means (110) comprises an all notch means (110A) forming tabs on the side seal part of the bag body (10) by punching out the upper film (11), a lower film (12), the cut tape (23), and the mounting base part (212) and a half notch means (110B) for putting slits in the lower film (12) and the mounting base part (212) at a portion where the cut tape (23) is positioned.
