An apparatus for modifying a surface of an iron rod is provided to allow the iron rod to be easily subject to plasma in a construction site or an open space by forming the plasma in the air at a normal temperature. An apparatus for modifying a surface of an iron rod comprises a power unit(1) including a voltage generator and a high frequency generator and a reactor(2) for generating and collecting low temperature plasma. A cable reel is provided to connect the power unit to the reactor. The reactor is provided with a discharge electrode and a rail roller bearing connected to a rail part(3) of an iron rod treating table. The iron rod treatment table includes a lathe for rotating the iron rod and the rail part. The rail part has a semi-circular groove tube. The power unit is connected with the reactor, which is connected with the iron rod treatment table.
