A method of manufacturing functional salt using seaweeds containing sea mustard root and kelp root is provided to produce salt having low salinity at low cost and effectively extract minerals and polysaccharides contained in the seaweeds. Seaweeds are coarsely crushed, mixed with 5 to 10L per 1kg dry seaweed, extracted at 80 to 120deg.C for 30 to 240min while circulating water, filtered with activated carbon and dried. The seaweeds contain sea mustard root and kelp root. The seaweed extract contains any one of glasswort extract(Salicornia herbacea), green tea extract and pine needle extract.
