The utility model relates to pipeline transport of liquids and gases and is intended for implementation of fireless cutting of branch to operating pipeline without decrease of pressure in it. A device has branch pipe with flange and slide, cylindrical body in which spindle is placed, with circular cutter, centering device and piston over which the body is partially filled with viscous liquid, is arranged with possibility of displacement along the axis of the body, this in the upper part is equipped with cover for pouring viscous liquid, valve for pumping in working agent, opening with plug that is connected to piston by means of cable for discharge of viscous liquid and working agent, and in the lower section - two valves for blowing through the device with inert gas, additionally rotor is included, this is installed on spindle, and stator placed at outer side of the body section of which in the place of rotor and stator placement is made of plastic.
