A nonslip mat and a manufacturing method for the same are provided to protect an upper part of the mat by a protecting unit, to secure excellent restoring ability, and to prevent the separation of layers by improving adhesion and durability by attaching each layer through a lamination process for applying heat. A nonslip mat(10) is composed of: a nonslip layer(11) formed by irradiating an electron beam and crosslinking and foaming polyethylene; a cushion layer(12) formed by chemically crosslinking and foaming polyethylene; and a water-proof synthetic resin film layer(13); and a protecting layer formed between the cushion layer and the film layer by irradiating an electron beam and crosslinking and foaming polyethylene. The nonslip layer, the cushion layer, and the film layer are formed in order.
