This invention provides a fluorescent material that has high brightness, causes no significant deterioration in brightness during PDP drive, and has chromaticity y equivalent to BAM:Eu. The fluorescent substance is represented by general formula xAO.y1EuO.y2EuO 3/2.DO.zSiO2.wCaCl2 wherein A represents at least one element selected from Sr and Ba; D represents at least one element selected from Mg and Zn; and 2.970 <= x <= 3.500, 0.001 <= y1 + y2 <= 0.030, 1.900 <= z <= 2.100, and 0.001 <= w <= 0.100. The proportion of divalent Eu around the surface of fluorescent substance particles (proportion of divalent Eu element to the total Eu element) is not more than 50% by mole.
