A high voltage generator and a flash memory device comprising the same are provided to generate a stable constant voltage by minimizing the ripple of the high voltage generated from the high voltage generator. A charge pump(110) generates a high voltage in response to a pumping clock signal. A charging/discharging circuit(140,150) charges the high voltage in response to the pumping clock signal, and samples the charging result. A comparison circuit(160) compares the sampling result with a reference voltage. A pumping control circuit(170) controls the pumping slope of the charge pump on the ground of the comparison result. The pumping control circuit controls the pumping clock signal so that the pumping slope before the high voltage reaches a target voltage level is larger than the pumping slope after the high voltage reaches the target voltage level.
