<p>A handoff device in a wireless communication system and a method are provided to perform handoff by using an average of receiving signal strength applied with downlink fast power control during predetermined time, thereby reducing a ping-pong phenomenon as preventing deterioration of speech quality in a handoff area. If strength of a signal received from a serving base station is smaller than a reference value, downlink power control with the serving base station is carried out(301-309). An average for the receiving signal strength applied with the downlink power control is calculated for predetermined time from a moment when the downlink power control is performed, and the average is compared with the reference value(311-315). If the average is smaller than the reference value, handoff is executed to a neighboring base station(317).</p> |
