An apparatus and a method for extracting a phone number in a mobile terminal are provided to increase the call connection probability of emergency numbers by periodically extracting frequently used numbers in providing an emergency announcement service in a mobile terminal and updating the emergency numbers of the mobile terminal. An apparatus for extracting a phone number in a mobile terminal comprises a memory(120) and a control part(100). The memory(120) stores the user's call records and emergency numbers. Based on the call records, the control part(100) automatically extracts frequently used numbers from the memory(120), and updates the emergency numbers with the extracted numbers. In updating emergency numbers, the control part(100) confirms whether emergency numbers have been registered as much as a preset number. In case emergency numbers have been registered as much as the preset number, the control part extracts frequently used numbers as much as the preset number and updates the registered emergency numbers. In this case, before updating the emergency numbers, the control part outputs an update request message so that the user can select the updating of the emergency numbers.
