A mode conversion system for changing a voice delivery mode and a method thereof are provided to flexibly change the voice delivery mode in a circuit network or a packet network, and to flexibly change the voice delivery mode under control of a right to speak, thereby offering convenient voice calls to a user. A message for changing a voice delivery mode of the second terminal is received from the first terminal(101). The current voice delivery mode is confirmed according to the message(102). The current voice delivery mode is converted into another voice delivery mode(103). The mode conversion is notified to the second terminal(104). If the current voice delivery mode refers to a half duplex mode, the mode is converted into a full duplex mode.
