A toner for developing an electrostatic image is provided to contain a charge control agent that causes a fast rise rate of electrification, has excellent electrification characteristics, and forms a vivid image with high resolution. A toner for developing an electrostatic image includes: a charge control agent comprising an azo-based iron complex salt which is represented by the following formula (1) and has an average particle size of 1-4 micron and a specific volume resistivity of 0.2x10^15 to 7x10^15 ohm cm; and a binder resin for a toner. In the formula 1, R^1 and R^3 are identical to or different from each other and are straight or branched C3-8 alkyl groups, R^2a, R^2b, R^4a, and R^4b are identical to or different from one another and are selected from the group consisting of a hydrogen atom, an alkyl group, an alkoxy group, a halogen atom, a nitro group, and a carboxy group, and A^+ represents m(H^+) + n(K^+) + p(Na^+)(wherein, m, n, and p are numbers capable of satisfying the following conditions of m+n+p=1, 0.7<=m<=1, 0<=n<=0.3, 0<=p<=0.3).
