Provided are a charging/discharging circuit capable of performing a proper switching between the charging action and the discharging action of a secondary battery voluntarily according to various situations, and a battery pack. The charging/discharging circuit for the secondary battery can charge the secondary battery (E2) with a supply voltage and a power supply from the secondary battery to an external device (3). The charging/discharging circuit comprises a bilateral regulator (10) capable of adjusting an output in both a charging direction to feed the current to the side of the secondary cell (E2) and a discharging direction to feed the current from the secondary battery (E2) to the external device (3), a charge/discharge detecting circuit (20) for detecting the direction of the current to flow to the secondary battery (E2), and a switching control circuit (30) for switching the acting direction of the bilateral regulator (10) on the basis of the detection of the charge/discharge detecting circuit (20).
