A digital secure printing device, a method thereof, and an image certification device are provided to prevent forgery or alteration of documents, securities, or certificates thoroughly by hiding a watermark with insertion of camouflage data, and prevent damage, which is caused by inserting the watermark, of a document image by keeping color or brightness of the document image. An image resolver(110) resolves the document image to be printed into multi-color dots comprising a plurality of primary colors. An area extractor(120) extracts an area of single-color dots not mixed with other color dots from the resolved multi-color dots. A watermark data inserter(130) patterns and inserts watermark data into the single color dots of a part of the extracted area. A camouflage data inserter(140) inserts the camouflage data for obstructing a pattern analysis of the watermark into the dots neighboring the dots inserted with the watermark data. A printer(150) prints the document image by replacing the dots of the extracted area with the dots inserted with the watermark data and the camouflage data.
