<p>An image coding device and an image coding method are provided for preventing deteriorating in variable length coding. An image coding device (100) is comprised of a buffer information acquiring unit (102) for acquiring buffer information indicative of a holding state of image data held in an image buffer (101), an orthogonal transforming unit (103) for transforming the image data to frequency coefficients of a prescribed block size, a quantizing unit (104) for quantizing the frequency coefficients, a binarizing unit (105) for binarizing the quantized data to binary data, an arithmetic coding unit (107) for arithmetically coding the binary data, and a control unit (108) for controlling the quantizing unit (104) to calculate a free space available for the image buffer (101) to hold on a basis of buffer information in the case that a data amount after the arithmetic coding is not less than a threshold value and to re-code a picture and its subsequent pictures, the coding of which has been completed, in the case that the calculated free space is not less than a threshold value.</p> |
