A cosmetic composition is provided to improve skin aging phenomenon such as skin wrinkles excellently by significantly improved percutaneous absorption rate of effective ingredients, be safely used to skin without side effects and secure the antibacterial and sterilizing function. A functional cosmetic comprises unsaturated lecithin as an emulsifying agent and 0.01-90.0 wt.% of liposome particles prepared by encapsulating a vegetable albumin and acetyltetrapeptide, wherein each contents of the unsaturated lecithin, vegetable albumin and acetyltetrapeptide is 0.01-30.0 wt.% regarding the total weight of the liposome particles and is characterized in that 0.001-0.01g of nano silver is contained regarding 100g of the liposome particles.
