PROBLEM TO BE SOLVED: To achieve band control relating to a user to be accommodated and served under an ONU (Subscriber Terminal Unit; Optical Line Unit) in a PON (Passive Optical Network). SOLUTION: User band information which is acquired by a BAS 28 at a time of authentication is set to an OLT 10. The band control in every user unit is realized by the OLT 10 using the band information to be set by the BAS 28.
